Buchanan’s 51 Legislative Provisions Enacted Since Coming to Congress
- Extension of the Hospital-at-Home Program, which enables patients to receive acute care at home. An amended version of Buchanan’s bill, the Hospital Inpatient Services Modernization Act (H.R. 4313), was included as part of the Labor, Health and Human Services, Education, and Related Agencies Appropriations Act of 2026, which will be signed into law by President Donald Trump at the end of January 2026.
- Removed geographic requirements for telehealth services under the Medicare program. An amended version of Buchanan’s bill, the Permanent Telehealth from Home Act (H.R. 1407), was included as part of the Labor, Health and Human Services, Education, and Related Agencies Appropriations Act of 2026, which will be signed into law by President Donald Trump at the end of January 2026.
- Banned the Department of Defense from using animals in live-fire trauma training. Buchanan’s Bill, the Protecting Animals in Military Training Act (H.R. 6514), was signed into law as part of the FY26 National Defense Authorization Act (NDAA), which President Donald Trump signed into law in December 2025.
- A resolution that expressed concern over the fact that China and other countries of concern are developing dual-use strategic technologies from U.S. capital. The resolution called on the president to use all necessary means to restrict certain U.S. outbound investments in these technologies in countries of concern. This amendment was included in the FY26 National Defense Authorization Act (NDAA), which President Donald Trump signed into law in December 2025.
- Required the Secretary of Defense to submit a report to Congress and make publicly available all detection and mitigation activities conducted to counter unmanned aircraft systems. This amendment was included in the FY26 National Defense Authorization Act (NDAA), which President Donald Trump signed into law in December 2025.
- Required the Secretary of Defense to list all critical defense infrastructure that relies on foreign materials or components and ways to replace the procurement and production of those materials (including gaps in manufacturing capabilities). This amendment was included in the FY26 National Defense Authorization Act (NDAA), which President Donald Trump signed into law in December 2025.
- Reinstated and made permanent the tax deduction for mortgage insurance premiums. Buchanan’s bill, the Middle-Class Mortgage Insurance Premium Act (H.R. 2760), was included in the One Big Beautiful Bill Act, which President Donald Trump signed into law in in July 2025.
- Made numerous provisions of the Tax Cuts and Jobs Act (TCJA) permanent, including the increased standard deduction and individuals tax rates. An amended version of Buchanan’s bill, the TCJA Permanency Act (H.R. 137), was included in the One Big Beautiful Bill Act, which President Donald Trump signed into law in in July 2025.
- Allowed condominium developers to defer taxable income until the completion of a condo project, fixing the unfair “completion method of accounting.” An amended version of Buchanan’s bill, the Fair Accounting for Condominiums Act (H.R. 2759), was included in the One Big Beautiful Bill Act, which President Donald Trump signed into law in in July 2025.
- Created a federal tax deduction for tipped income (up to $25k) for occupations like servers, beauticians and hospitality staff. An amendment version of Buchanan’s bill, the No Tax on Tips Act (H.R. 482) was included in the One Big Beautiful Bill Act, which President Donald Trump signed into law in in July 2025.
- Required the Army to resume horse-drawn funeral services at the Arlington National Cemetery. An amended version of Buchanan’s bill, the Honoring Our Heroes with Dignity Act (H.R. 10301), was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- Instructed the Secretary of Defense to examine ways to expand and improve the Future Solider Preparatory Course, which provided academic and fitness coaching to prospective recruits. This important initiative will help address recruitment shortfalls and bolster military readiness. This amendment was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- Mandated the Secretary of the Navy to provide a Congressional briefing on the actions taken to improve the training and safety program for operating Assault Amphibious Vehicles and Amphibious Combat Vehicles. An amended version of Buchanan’s amendment was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- Directed the Secretary of Defense to brief Congressional committees on the Department of Defense’s (DOD) plan and strategy to construct a memorial to commemorate the 13 servicemembers who died during the chaotic Afghanistan withdrawal. An amended version of Buchanan’s amendment was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- Required the Secretary of Defense to provide a briefing to Congress before March 1, 2025, on the DOD’s current efforts related to combatting obesity within the military. An amended version of Buchanan’s amendment was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- A resolution that called on the Department of Defense to strengthen U.S. defense alliances and partnerships in the Indo-Pacific region in defense against Chinese exploitation. This amendment was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- Mandated the Secretary of Defense to provide a Congressional briefing on whether and to what extent active-duty servicemembers have adequate access to mental health care providers and services. An amended version of Buchanan’s amendment was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- Language that urged the Secretary of Defense to review the family separation allowance to determine whether it is adequate to meet the needs of military families and to adjust the allowance as appropriate. An amended version of Buchanan’s amendment was included in the FY25 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2024.
- Corrected a loophole in current law that prevents some individuals who suffer domestic abuse at the hands of a service member from receiving much-needed financial assistance. Buchanan’s bill, the Rachel Booth Act (H.R. 965) was included in the FY24 National Defense Authorization Act (NDAA), which President Joe Biden signed into law in December 2023.
- Studied and examined the potential benefits and feasibility of utilizing black box data recorders in tactical vehicles to help prevent future military accidents. Buchanan’s bill, the DRIVE SAFE Act (H.R. 4399), was added to the FY24 National Defense Authorization Act (NDAA), which President Joe Biden signed into the law in December 2023.
- Ended a Depression-era federal government requirement mandating that animals be used to determine a drug’s effectiveness on humans. A modified version of Buchanan’s bill, H.R. 2565, was added to the FY 23 Consolidated Appropriations bill, which President Joe Biden signed into law in December 2022.
- Helped student-veterans by ensuring they are able to quickly and easily transfer their course credits to another institution should their school close or program end suddenly. Buchanan’s bill, H.R. 6604, required the Department of Veterans Affairs (VA) to work with students to ensure no veteran loses access to the valuable G.I. Bill credits they earned and deserve by virtue of their service. Buchanan’s bill was signed into law by President Joe Biden on December 27, 2022.
- Required the U.S. Army Corps of Engineers to study and report on projects and activities to restore the Florida gulf coast shellfish and seagrass habitat to improve water quality by reducing harmful algal blooms. An amended version of Buchanan’s bill, H.R. 7797, was added to the Water Resources Development Act of 2022, which President Joe Biden signed into law on December 23, 2022.
- Authorized the National Park Service (NPS) to study the Little Manatee River as a potential addition to the NPS’ Wild and Scenic River program. Under this bill, the NPS conducted a formal study on a 51-mile-long segment of the river, beginning at its source in southeastern Hillsborough County flowing downstream to the point at which the river enters Tampa Bay. An amended version of Buchanan’s bill, H.R. 4358, was added to the FY 23 Consolidated Appropriations bill, which President Joe Biden signed into law in December 2022.
- Rebuilt drug manufacturing in the United States by allowing the FDA to partner with universities across the U.S., designating them as “National Centers of Excellence in Continuous Pharmaceutical Manufacturing.” Buchanan’s bill, Securing America’s Medicine Cabinet Act(H.R. 70), was closely mirrored in the FY 23 Consolidated Appropriations bill, which President Joe Biden signed into law in December 2022.
- Provided $2 million in grants to help prevent prescription drug and opioid overdoses. Buchanan’s amendment adding the funding was incorporated into a larger appropriations bill, which the House approved on July 29, 2021. The final version of this bill, the FY 22 Consolidated Appropriations Act, which President Joe Biden signed into law in March 2022.
- Prevented common scams against seniors, such as sweepstakes and charity cons, as well as fraudulent investment plans and internet fraud. Buchanan’s bill (H.R. 982) created an advisory office within the Federal Trade Commission’s Bureau of Consumer Affairs charged with alerting consumers to new scams. Buchanan’s bill was incorporated into a larger anti-seniors fraud bill, H.R. 1215, which was subsequently added to the final version of H.R. 4502, the FY 22 Consolidated Appropriations Act, which President Joe Biden signed into law in March 2022.
- Implemented a series of sweeping new military training reforms by requiring the U.S. Defense Department to put into place more realistic training practices, developed stricter enforcement standards and ensure better oversight to prevent future military training accidents and deaths. Buchanan’s measure (H.R. 5268) was incorporated as an amendment to the National Defense Authorization Act for FY 2022 (H.R. 4350) in September and his measure became law in December 2021 signed by President Joe Biden as a part of the final version of S. 1605.
- Reduced military training accidents by requiring the Department of Defense to examine emergency response capabilities and services currently available at U.S. military bases around the world and to report to Congress on the potential benefits and feasibility of requiring bases to have properly functioning MedEvac helicopters and fully-stocked military ambulances. Buchanan’s measure was introduced as an amendment to the William M. (Mac) Thornberry National Defense Authorization Act (H.R. 6395) which President Joe Biden signed into law in January 2021 as a part of the conference report.
- Helped workers to save for retirement by expanding the availability of workplace retirement plans. Buchanan’s bill was introduced as the Retirement Security for Workers Act (H.R. 1907) which President Donald Trump signed into law in December 2019 as part of the Further Consolidated Appropriations Act (H.R. 1865).
- Allowed the State Department to offer rewards for information leading to the arrest or conviction of wildlife traffickers who slaughter endangered species, such as lions, elephants and rhinos. Buchanan’s bill was introduced as the Rescuing Animals With Rewards (RAWR) Act (H.R. 97) which President Donald Trump signed into law in December 2019 as part of the Further Consolidated Appropriations Act (H.R. 1865)
- Banned extreme forms of animal abuse and torture, including the intentional acts of crushing, burning, drowning, suffocating, impaling or otherwise subjecting animals to serious bodily harm. Preventing Animal Cruelty and Torture (PACT) Act (H.R. 724) which President Donald Trump signed into law in November 2019.
- Imposed economic penalties on China-based drug manufacturers that knowingly send synthetic opioids to drug traffickers and criminal operations. Buchanan’s bill was introduced as the Fentanyl Sanctions Act (H.R. 2226) which President Donald Trump signed into law in December 2019 as part of the National Defense Authorization Act (S.1790).
- Outlawed the killing of horses in America for human consumption. Buchanan’s bill was introduced as the Safeguarding American Food Exports (SAFE) Act (H.R. 961) and language preventing the domestic slaughter of horses for their meat which President Donald Trump signed into law in December 2019 as a part of the Further Consolidated Appropriations Act (H.R. 1865).
- Prohibited the slaughter of dogs and cats for human consumption. Buchanan’s bill was introduced as the Dog and Cat Meat Trade Prohibition Act (H.R. 6720) which President Donald Trump signed into law in December 2018 as part of the Agriculture Improvement Act (H.R. 2).
- Created a national database informing patients and doctors of safer alternatives to opioids for pain management. Buchanan’s bill was introduced as the Centralized Opioid Guidance Act (H.R. 5777) which President Donald Trump signed into law in October 2018 as part of the SUPPORT for Patients and Communities Act (H.R. 6).
- Increased funding by $8 million to reduce the threat of red tide and other Harmful Algal Blooms. Buchanan’s amendment adding the funds was included as part of the Consolidated Appropriations Act (H.R. 1625), which President Donald Trump signed into law in March 2018.
- Banned the slaughter of horses in America for human consumption. Buchanan’s amendment to block funding for horse slaughter facilities which President Donald Trump signed into law in March 2018 as part of the Consolidated Appropriations Act (H.R. 1625).
- Reformed foster care in the United States by providing $1.5 billion to keep struggling families together, including those with babies born dependent on opioids. Buchanan’s bill was introduced as the Family First Prevention Services Act (H.R. 253) which President Donald Trump signed into law in February 2018 as a part of the Bipartisan Budget Act (H.R. 1892).
- Provided aid to help orange growers replace trees damaged by citrus greening and natural disasters. Buchanan’s bill was introduced as the Emergency Citrus Disease Response Act (H.R. 112) which President Donald Trump signed into law in December 2017 as part of the Tax Cuts and Jobs Act (H.R. 1).
- Created a federal clearinghouse of best practices to help people leave welfare and find jobs. Buchanan’s bill was introduced as the What Works to Move Welfare Recipients into Jobs Act(H.R. 2126) which President Donald Trump signed into law in May 2017 as part of the Consolidated Appropriations Act (H.R. 244).
- Strengthened Medicare by preserving popular and affordable plans used by thousands of seniors in Buchanan’s district and across the country. Buchanan’s bill was introduced as the Seniors Health Care Plan Protection Act (H.R. 2506) which President Donald Trump signed into law in December 2016 as a part of the 21st Century Cures Act (H.R. 34).
- Ended taxpayer rip-offs in public housing by denying government assistance to millionaires and others with significant financial resources. Buchanan’s No Subsidized Housing for Millionaires amendment, which President Donald Trump signed into law in July 2016 as part of the Housing Opportunity Through Modernization Act (H.R. 3700).
- Cracked down on identity theft by safeguarding the Social Security numbers of more than 100 million workers. Buchanan’s bill was introduced as the Taxpayer Identity Protection Act (H.R. 3568) which President Barack Obama signed into law in December 2015 as part of the Consolidated Appropriations Act (H.R. 2029).
- Allowed millions of veterans across the country to receive a free official identification card from the Dept. of Veterans Affairs. Buchanan’s bill was introduced as the Veterans Identification Card Act (H.R. 91) which President Barack Obama signed into law in July 2015.
- Provided $5.6 million to dredge the flood-prone Wares Creek in Manatee County. This funding was signed into law in October 2009 by President Barack Obama as a part of the Energy and Water Development and Related Agencies Appropriations Act (H.R. 3183).
- Secured $2.3 million for dredging of the Gulf Intracoastal Waterway, construction projects at Manatee and Tampa harbors and beach renourishment at Sarasota’s Lido Key and Manatee’s Anna Maria Island. This funding was signed into law by President Barack Obama in October 2009 as a part of the Energy and Water Development and Related Agencies Appropriations Act(H.R. 3183).
- Provided resources and training to veterans hoping to become entrepreneurs and small business owners. Buchanan’s bill was introduced as the SBA Veterans’ Programs Act of 2007 (H.R. 2366) which President George Bush signed into law in February 2008 as part of the Military Reservist and Veteran Small Business Reauthorization and Opportunity Act (H.R. 4253).
- Developed a health care tracking system to ensure injured soldiers receive continuous monitoring and treatment throughout their recovery. Buchanan’s bill was introduced as the Wounded Warriors Joint Health Care Patient Tracking Act (H.R 1579) which President George Bush signed into law in January 2008 as part of the National Defense Authorization Act (H.R. 4986).
- Allocated $27.8 million in federal funding to design and construct a national veterans cemetery in Sarasota. This funding was signed into law in December 2007 by President George Bush as part of the Consolidated Appropriations Act (H.R. 2764).
- Secured $1.7 million for beach renourishment in Manatee County. This funding was signed into law in November 2007 by President George Bush as a part of the Water Resources Development Act (H.R. 1495).
